WHO IS SCOPE?

Scope Services are an independent engineering consultancy, that specialise in Racking Safety Audits. We are classified as ‘Competent Persons’.


Scope is not attached to any racking company. Racking safety audits is all we do. We are one of the few independent racking inspection practices in the country. We cover New Zealand from Kaitaia to Invercargill.


We have the ability and expertise gained from many years’ experience in the racking industry as well as the the technical competence to assess the risk factor in racking damage. We can also recommend repair techniques and state if a repair or replacement is required.

There are standards called for but these need to be considered with common sense and reality. Wherever possible we will recommend the most cost effective solution.

What are the legal obligations?

With the new standard it is no longer acceptable to conduct your own ‘In House” formal inspections.  These are to be conducted every 12 months by an external provider.

  • Informal inspections are the responsibility of the end user.  
    Note.  The end used may nominate a person to conduct these inspections.

5.2.3  

  • Formal Inspections shall be conducted by a competent person.
  • Formal inspections shall be conducted at intervals not exceeding 12 months.
  • Formal inspections of racking systems that are under 8 meters high may be conducted visibly from ground level.
  • Formal inspections shall be conducted using the checklist given in Clause 5.2.4
  • The results of the formal inspection shall be documented and include observations and proposals for any corrective action.

WHAT IS THE PROCESS?

Firstly we book an appointment on a date that is convenient with the company and the Auditors timetable. When on site, we go through what ever inductions or processes that are required for working on your site.

Next we proceed with the inspection, which usually involves a full measure up, so a plan can be drawn and the racking is given a logical numbering sequence so if any issues are identified they can be pinpointed on the plan. The measure up and inspection part of the Audit is non obtrusive and we are experienced in working around staff and often customers which may be within a busy storage area.

We have a 25 point inspection process which thoroughly checks every possible issue and classifies these issues according to the risk factor, either classified as RED, ORANGE or GREEN. Red being serious risk, Orange being less risk but still requiring action and Green being minor with monitoring required. Depending on the size of the facility this inspection on site usually take about 4 hours. If there are any issues identified that are a RED (serious risk), then these will be pointed out to management before leaving the site.

Firstly the plan is drawn, then an Inspection Detail Sheet is produced with the location of any issue listed, its risk factor, what action is required for compliance and often a comment or recommendation. A full written Racking Audit Report is supplied with all legal responsibilities outlined, followed by observations, recommendations and a summary. This is then signed by the duly qualified Racking Auditor.

Depending on booking commitments, and site location, this is usually completed within a month. The plans, Inspection Sheet and Report usually follow the site visit by about 5 working days.

PEACE OF MIND

In this day and age where compliance laws can be such a mine field of legal requirements, it is not normal for management staff to be an authority on every aspect of your operation. For instance, there was a number of changes to the racking standards in New Zealand following the Christchurch earthquakes in 2010/2011. Some of these changes apply to new installations and some to existing. A Racking Safety audit will take away the worry of possible liability. By providing a signed record of your racking’s compliance and by having regular inspections you will be protected. Issues being addressed in a timely way could well prevent any events from happening, or if it does happen you have covered your responsibility.

HOW MUCH DOES A RACK SAFETY INSPECTION COST?

The cost of rack safety inspection varies depending on the size and complexity of the installation. Typically a rack safety inspections start from $1200.00 + GST for a small installation and rise up to $2000.00 + GST for larger installations (up to 5,000 pallet locations). Sites with more than 5,000 pallet locations are typically quoted for on an individual basis.

If a three year contract is agreed we will guarantee a discount of 10% on the initial fee for the two subsequent years.
